The problems in this research are: (1) How is the implementation of Regional Regulation Number 03 of 2008 concerning Organization and Work Procedures of the Lampung Province Youth and Sports Service. (2) What aspects hinder the implementation of Regional Regulation No. 03 of 2008 concerning the Organization and Work Procedure of the Education and Sports Office of Lampung Province. This research method is using qualitative research with descriptive analysis method. The use of this method is to describe the implementation of Regional Regulation Number 03 of 2008 concerning Organization and Work Procedures of the Youth and Sports Office of Lampung Province, to examine qualitatively, how all data were obtained directly from informants in the field using interviews and observations. Implementation of Policy No. 03 of 2008 concerning Organization and Work Procedure of the Youth and Sports Office of Lampung Province, has been running as it should if a disaster occurs in the region. However, in terms of (1) Communication, (2) Disposition, (3) Quality of human resources, and (4) Bureaucratic Structure. Aspects that hinder, namely (1) the ability of implementers/employees in communicating the implementation of policy No. 03 of 2008, is still relatively less than optimal, (2) The ability of the apparatus has not fully run as it should. (3) Lack of attitude of implementers to develop the pattern of implementing policy No. 03 of 2008, towards a more professional one, (4) Recruitment criteria required for employees serving at the Youth and Sports Office of Lampung Province have relatively limited capabilities and numbers, and lack of operational costs in the development of sports at an early age, so it has not been effective against early childhood sports.
